It seems like the functionality referred here:

is not working for MyEclipse 4.1.
I’m currently using some User Libraries in my web projects, and even though I have all of the deployment policies options marked, no library is being deployed to WEB-INF/lib.

Also include the contents of your error log (<workspace_dir>/.metadata/.log) as well.
