Has the ability to remove web capabilities from a project been killed? I thought I remembered seeing it in a previous version, but now I can’t find it. This is the only thread I found on the subject, which seems to have left a couple others hanging…

If this feature has been removed, are there any options to return my project back into a normal Java project?

Neal,
I think you are right that it used to be in a long time ago, but its been out for a while (long enough for me to think it was never there actually…) but it was a popular request that will be included in our 3.8 GA release.
