There is no way for a user to register on the Portal, and indeed you need to add them manually on the Admin Console. The reason behind this is that normally on the admin console you will either create Admin or Group Admin users. Both of this users have access to the Admin Console though Group Admins have certain actions disabled or restricted. Though it’s possible to add normal users on the Admin Console, they won’t have access to it, and we do not have a portal where they can “manage” their account.
Depending on what you want to achieve you may want to take a look at http://gosecure.genuitec.com/help/sdc_admin.html#extending_sdc. There you can see the External User Extension that will allow you to authenticate on SDC using your own authentication system such as LDAP.
