I would like to create a set of buttons that are persistent to the page. meaning if the page transitions, the buttons stay in their location. I want the page to transition, but not the button. Is there a way for me to do this?
At this time only fully screen transitions are supported by the MobiOne Design Center. In the next 3 months we plan to add a number of features that dramatically improve the ability to design partial screens that can be animiated into and out of view similar to full pages.
For the short term, you may try creating a template of the screen with the button and then fill in the page details for each in the designer.
